Lots of opportunity for input to processes this past year.

  Fisheries Act - HADD was a focus to have included in new Act
 
 Standing Committee report was accepted and agreed upon by department. Now to see what the outcome will be from the processes put into place. Hoping Dec / early Jan to hear this. Funding through DFO to restoration has increased dramatically so hoping this links to habitat, and will be  seen as one way to rebuild fish stocks. Rebuild / restore are words that would be helpful in the Act.

 Wild Salmon Policy - consultative process with DFO is back on track with staff taking the draft implementation plan to areas of the Province for input as well as an online workbook. 

 * Caution as to if habitat and resource management are still separate in their delivery of policy, then the delivery will be compartmentalized. It’s important that habitat be recognized as important to the resource. Where authority has been delegated elsewhere, it is important the DFO, as the Federal agency (lead government) ensure that where they have delegated authority it is indeed protecting the resource as intended.

 Provincial government diking. The management of dikes is causing concern as to damage to fish habitat. Softer infrastructure with long term thinking as to higher waters, additional hard surfaces causing more runoff, lack of vegetation to allow for transpiration...... need for DFO and Provincial governments to work together to allow for the provisions in the Fisheries Act to be successful.

 Many groups undertaking Spawner Surveys using the DFO Streamkeeper Stream Inspection Log protocols. This data can help inform the WSP as well as the strong monitoring platforms such as Module 1,2,3,4 and 11. Where spawner surveys for pinks were undertaken they showed low returns.

 Low waters from natural run off as well as low waters from lack of infrastructure maintenance makes it hard for returning adults to successfully spawn in their natal streams.

New policy to come but will it be better? Will it be clearly written so as to be enforceable? Will it be enforced? By whom?

Need to get a better understanding of DFO stream to sea program to help funnel this interest and look at non harmful ways for students to interact and learn of streams

Salmonid Enhancement Program:

The Salmonid Enhancement Program (SEP) plays a key role in DFO's work to conserve and manage Pacific salmon stocks. The program's activities aim to rebuild vulnerable salmon stocks, provide harvest opportunities, work with First Nations and coastal communities in economic development, and improve fish habitat to sustain salmon populations. SEP broke new ground when it was launched in 1977 by working closely with citizens and schools to raise awareness of salmon conservation and to carry out hands-on community salmon enhancement and stewardship projects. Number of emails extraordinary due to C38. Is getting more and more dificult to keep up with all the emails and changes with government / policy etc. Keep being told that things are to be streamlined and more efficient but not sure that is for the NGO’s workload

It will be policies like this that oversee the development that IS going to go ahead determines how to / who will “fix” the problem, or replace habitat elsewhere (yet one example was of amphibians being moved during the building of sea to sky, not sure this is my idea of mitigation of habitat loss.)

• Morton et al vs Attorney-General of BC determined that DFO must manage salmon farming as a fishery.

• Regs include bivalves and fin fish (Fisheries Act also protects marine mammals)

• Court decision applies to enhancement facilities

• “What we Heard” document contains all 530 comments from public, considered in drafting of new regs.

• Enhancement facility license not same as aquaculture license

• July 1/11 deadline for licensing PIP/CEDP facilities.

This new change to the way DFO does business is happening SO fast, “we” are often told DFO can’t change things quickly but courts DFO took over responsibility of overseeing aquaculture in B.C. from the provincial government on December 18, 2010. and new licensing policy and 52 new employees on the books, with new signed agreements (licenses) complete by July 1st. Either this was already in the works or department can act quickly when they want.

6) I did get a note from Habitat Monitoring department
We are fully staffed with 12 
A biologist and Technician in each area and 2 biologists in
headquarters. Took a wee bit longer to get hiring and in place then aquaculture hiring and process.

 

7) WSP – data from community to inform. Working with DFO Nanaimo to bring community data into WSP implementation.

 

EPMP / Habitat Monitoring update – form is now “live” and ready to be populated. Write up will be in next StreamTalk as to when, where why to send in this info.

 

 

8) Staffing changes CA positions – process? Skillset? Fish husbandry / knowledge of policy / acts / able to get permits / engineering / biology / Have concern over process slipping and new hires not as connected to community / fish husbandry skills as in the past. Would like DFO to review criteria for past hires compared to new hires. With more accountability to fish culture protocols / risk, is even more important now that CA’s have knowledge.

 

9) With new alignment of SEP hatcheries falling under aquaculture (need more info on this) would it be prudent for SEHAB to attend one of these sessions (if able) or ask to be a part of the process so we can help mold the future? Take care ZoAnn

The First Nations Fisheries Council and the Aquaculture Working Group will be hosting a series of important aquaculture meetings. On January 24, a joint DFO-FN aquaculture workshop will be held in Richmond. This initial workshop will be followed by a number of First Nations community sessions in February (Port Alberni, Alert Bay, Bella Bella, Prince Rupert, Kamloops). These meetings will provide an opportunity for First Nations to learn more about the proposed aquaculture management framework for BC, ask questions, and provide feedback.

Need stronger wording from department as to how decisions are made during fishing opening / why they are closed when they are. Seen as if community could make better decisions (while community is taking) there are groups who determine how much and where / when.

Good article in paper this morning very clear, we are doing this, it isn’t going to interfere with fish (bridge work)  ( we are within rules and we’ll be done by… clear communications

B. Enforcement (Conservation and Protection)

Streamkeepers Federation and Habitat Compliance Monitoring Program fine tuned reporting protocol that will assist Department in knowing where works are underway in community that may be being done under the EPMP operating statements. This will assist in tracking accumulated impacts and opportunities for evaluating the operating statements. As well Streamkeeper groups can read the operating statements and then compare the works done to see how and when they are appropriate.

Water Act Modernization held three meetings Victoria, Kelowna and Prince George. ZoAnn attended Kelowna and Dianne attended Victoria. Will update when the meeting notes come out. Not sure they achieved their goals as laid out in the agenda.

Many Community Advisors calling as to Streamkeepers VIP to help groups get this in order to receive PIP grants. Groups are reporting now that although they at first were hesitant to become societies are finding they are understanding benefits from this new role.

 

G. Stewardship & Community Involvement (Stewardship & Community)

Have been working with the Stewardship Centre for BC on StewardshipWorks! To put on a workshop to bring funders and stewards together in order to entice new partnerships for core funding. Following on the success of Workshop 2009 Barry Peters and groups in Campbell River are busy planning of 2011.

Pat and I have been working with John Barker of the West Vancouver Streamkeepers to produce a new video on storm drain marking school program. Streamkeepers training of Modules 1,2,3,4,7,and 11 conducted in many areas of BC, and Module 12 as requested.

 

Many requests for PSkF to put in inkind support to a variety of groups who received funding with different windows then when PSkF set up their year work plan and we have our deliverables in place. This is extra work to fulfill “their” deliverables. With time committed at beginning of year it is hard to accommodate requests for involvement.

 

A question I ask myself. Does fisheries want community to do habitat works? Engineers needed, biologists needed, useful CA’s needed etc

Does dfo know what they want from stewardship community? once there is an understanding as to what fisheries mandates are fulfilled when groups do (……..)  then they can see, where dfo mandates align with community interest in data collection

Has DFO mandate broadened to have a diversity of goals different then the past? With diversity of goals comes the need for diversity of funding.

We don’t just need more tools, we need time, support workers (agency staff) and to know what will be done with this information / need to see change

 

Funding: due to cutbacks, government is now going to same funders as community, not just in fisheries

 

Sep review - need to be clear on what we do without limiting innovative thinking from info being gathered

Enforcement Operating Statements – Have drafted a webbased reporting form for community to inform Department of activities they come across that they feel are under an Operating statement (authority). This will assist DFO in evaluating the OS process and in determine accumulated impact area. ORR stays in place for problems you may find in your watershed.

With Marine Conservation Caucus signed on to request that Canada has a seat at the table in discussions on 200 mile fisheries limit.

B. Enforcement (Conservation and Protection)

Streamkeepers Federation met with department to be briefed on the Habitat Compliance Monitoring Program and to share the Streamkeepers protocols to see where how the two programs mesh to better monitor compensation projects. Noticing the consultation calendar is biased towards fishing, would like to see more as to habitat and community awareness. Maybe it just needs to be more complete as no mention of SARA Consultations for Basking Shark, Misty Lake Sticklebacks, and West Slope Cutthroat Trout that took place in January.

Watershed Watch Salmon Society, Ecojustice and the Polis Project on Ecological Governance held a meeting on Dec. 2nd on reform of BC's Water Act. At that meeting we discussed priorities for better protection of water in BC, and reviewed a draft Statement of Expectations from BC NGOs on Reform of the BC Water Act. After the meeting, we received comments, and amended the document to reflect these comments and also what we heard at the meeting. It is now shorter and more forceful.

See the final version of Statement of Expectations and consider signing on to this Statement, and endorsing these recommendations to reform BC's Water Act.

We plan to send this document to the Minister of the Environment and other key people at the Ministry of the Environment at the end of next week, Dec. 18th. We hope this document will influence the government's agenda for BC Water Act reform, which is planned to proceed this winter and spring.

Many were pleased at the response that department took to the low returns of sockeye as to closures of the fishery. Now to find out why the returns were so low in some areas. Streamkeepers Federation is a member of the Marine Conservation Caucus who has two seats at the IHMP table. Salmon committee is large part of MCC make up.

 

B. Enforcement (Conservation and Protection)

Streamkeepers Federation and SEHAB meeting with department to be briefed on the Habitat Compliance Monitoring Program and to share the Streamkeepers protocols to see where how the two programs mesh to better monitor compensation projects.

Looking to include how department is monitoring the works being done under operating statements. Will send update to the full group who met on EPMP and post to web.

 

C. Habitat - Freshwater (Oceans, Habitat and Enhancement)

Streamkeepers continue to monitor change over time in their streams. Most have good working relationships with those who have authority and can report where habitat or animals are being compromised. Much of the damage is still due to authorized works so still in need of stronger protection policy. Working with three groups of UBC Civil Engineering students on storm water management and off channel watering to improvement water quality / quantity issues.

 

D. Habitat - Oceans, Estuaries and Marine (Oceans, Habitat and Enhancement)

As a voting member of the Community Salmon Program with the Salmon Foundation ZoAnn reads all the community proposals and sees a growing community with dedicated interest to the near shore ocean environment.

 

E. Salmon Enhancement (Oceans, Habitat and Enhancement)

CA’s are in more regular communication with scheduled conference calls and face to face meetings. This is important for all to share ideas and emerging concerns and especially for the new CA’s as they work with their community projects. CA’s will be working more on production planning with their SEProjects and this should be embraced by community who are striving to do the right thing by the salmon.

 

F. Science, Canadian Hydrographic Service (Science and Research)

 

G. Stewardship & Community Involvement (Stewardship & Community)

Groups are finding their niche and have long term memory of the streams and life within them. Some have struggled recently with finding consensus with all the issues that arise, petitions to sign, strong stand points. Our community commitment and long time eyes and ears on the streams will be of value to al as they work on protection policy or community awareness. Finding balance and the ability to continue with the task one loves to do while another does a different task is a work in progress with many groups.

Following on the success of Workshop 2009 we now turn to planning of 2011.

Attended the National Stewardship Conference in Calgary, BC has much to be proud of in our community monitoring, outreach and working relationships. http://www.stewardship2009.ca/default.cfm Horsefly Salmon festival was an exciting time of community outreach and getting a real feel for how people react to such loss of retuning sockeye. Strong showing of Rivers day events across BC, more and more getting involved from diverse backgrounds as more people see the inter-connectiveness of our lives with our waterways.

Stewardship Centre for BC (SCBC)
I have stepped down as co chair and am happy to have passed the reigns to a new enthusiastic board of directors. I have stayed active on two SCBC committees – Adult Education and Stewardship Works!
-    Adult Ed will share some learning opportunities for online lessens and highlight topics, of interest, bringing the information to one webpage. Joanne Day and I will be presenting at the upcoming UBCM on storm drain awareness and protection.
-    Stewardship Works! Is a program to address the identified core funding needs of stewardship groups. We have funding for program development as well as pilots for core funding. A meeting to discuss this new initiative was held May 23, we were encourage by the mix of participants 1/3 funders, 1/3 Gov’t and 1/3 community stewards. This is a very exciting opportunity!
Pacific Salmon Foundation (PSF)
The workload and programming at the PSF has increased greatly for their staff and for those on this active Board of Directors.
Community Salmon Programs (CSP):
I continue to be on the selection committee, with additional funds being generated, we have been able to more fully support the applications. We funded 75 projects for ~ $480,000
Fraser Salmon and Watersheds Program (FSWP):
(will take on the Chair position next meeting) This is a very active committee with ongoing processes and policy. Oversees the strategic projects that support the FSWP Fraser Living Rivers Business Plan undertaken by the Fraser Assembly. Funded 30 projects for ~ $1.1 million
Fraser Basin Initiative (FBI):
On selection committee, we have one funding round session under our belt. Very quick turn around time with many applicants and limited finances. Funding themes are Governance, Education, Strategic Fishing and Water. 32 projects funded for ~ 1.2 million

PSF review Sub-Committee:
Will be responsible for the oversight of the programs and will present accepted projects to the BOD of PSF as they are accountable for funds and program objectives being met.
CSP- majority of applicants are volunteer community / provincial steelhead teams
FSWP – Majority of projects consultant driven

Vancouver Dinner Volunteer
Best ever Vancouver Dinner with net proceeds totaling over $180,000 which is wonderful especially considering we were up against hockey playoffs.
PSF has reduced the number of full board meetings and increased the number of committees and increased the number of review and selection meetings.
Georgia Basin Living Rivers (GBLR):
On BOD, review of GBLR work plans for upcoming year. Recently went before the LR Advisory Group with an expanded business plan which was accepted.

Citizen Science Toolkit Building:
Conference in Ithaca New York June 20 – 24
On the “Building and Sustaining Citizen Science” committee and also on the conference panel to explore Impacts of Citizen Science. This will be an intense working conference and I will post links to the “white papers” that are produced during it.

Change in the VIP insurance policy $100.00 minimum for $2,000,000.00 in coverage, this covers first 33 members then $3.00 for each additional member
$150.00 minimum for $5,000,000.00 in coverage, this covers first 30 members $5.00 for each additional member
A quick survey showed that groups understood the need to have a minimum payment, and were still very thankful that the policy is so complete and inexpensive.

I truly missed being at the October SEHAB meeting and hearing news from across the Province from those who work with and within the SEP / Streamkeepers Community.

Update on boards that PSkF participates in:

Pacific Salmon Foundation:
PSF continue on the community salmon Programs review committee, PSF can plan ahead better now as there is additional stability to the funding through a change in the contribution agreement by DFO. The mount of funds produced by fishing license sales that make up a large portion of the CSP are now based on the previous year’s sales, this way we know from the beginning of the process what will be available to be distributed to community.
-    Review of ____ # (30) of projects for October funding round with ____ $’s being granted to community. The spring funding round has just closed and I look forward to reviewing these to see the direction and interest of our active, vibrant stewardship community.
-    Living Rivers a Gordon Campbell liberal initiative has provided new opportunity to work with PSF on policy / planning. I am a part of the Fraser Salmon and Watershed Program as a PSF board committee member, which is the final review before the full board approval for projects / program funding.
-    At this time we need to do a more in-depth review of the projects then scheduled and this will continue until the full review process is confirmed and operating as laid out.
-    Funds directed through CN to the Squamish River Watershed Recovery Plan. These go through a local review process then to our PSF board committee and then to the full PSF board.
-    The PSF board of directors is accountable that funds going to community fulfill the mandate of PSF and funders.

Stewardship Centre for BC:
-    Inaugural AGM for this new society took place October 16, 2007. The interim board was able to form the necessary governance requirements and paperwork to transfer for a government base organization to a partnership of government, aquatic / terrestrial stewardship community and industry. The society registered in March 2006, our interim steering committee created the governing documents, mission, vision, objectives etc. While continuing to support the foundation tools such as the stewardship series and initiating new program ideas such as Healthy People Healthy ecosystems. The number of candidate names that were suggested as potential board members is from the vast diversity of environmentally aware British Columbians, shows how alive stewardship is through the province and throughout government, industry and community.
-    These new director candidates have agreed to form the new board for SCBC with alternates responding to the call as well.
-    Attached is SCBC working groups and committees for 2006

Marine Conservation Caucus
-    Fisheries Act, while I’ve been unable to attend the two meetings I have had the benefit of reviewing minutes and action items. This ties into CEN who is reviewing the Fisheries Act on a national level.

South Coast Steelhead C
-     February meeting provided a forum for MLA Ralph Sultan to speak to the group as to his role in the Steelhead caucus – minutes from this meeting can be found at -----

Salmon Enhancement and Habitat Advisory Board
SEHAB – chair of communications.
-    The upcoming EPMP workshop gave the board members a chance to again use their area group email listings to allow for the flow of information from the organizing team to community and back in a timely and efficient manner. Community was consulted as to how to prioritize the large number of issues on fisheries management that had been gathered, they brought forward top three issues to set the agenda for the EPMP workshop. (many of the other issues will fit under these and the others are recorded for future meetings)
-    Prepared for Friday Night Forum, these have become a popular informative time with community.
-    SEHAB website is where all the presentation on EPMP and resource materials has been put for community access

StreamTalk
-    I have submitted several articles that will be in the upcoming February edition of StreamTalk. Additional information will also be available on our www.pskf.ca website. StreamTalk is a wonderful communications tool for the aquatic stewardship community.
Wild winter-
Lots if new LWD added to our streams, we’ll have some difficulties determining bankful (BF) channel for the next while as streams went beyond BF many times through the fall and early winter.  Those doing spawner surveys this fall found themselves unable to get in safely and may need to rely on fry trapping info to give us a better understanding of adult returns.  From conversations around the province, coho numbers were low this year
PSkF will be continuing “involving” community in their desire to understand the capacity of the habitat within their streams and the numbers of fish who currently enjoy there surroundings

for SEHAB Oct 15 2006

The past few months since our last meeting have been filled with a wide variety of activities.
Updates from associated boards that PSkF is a part of:
1.    Pacific Salmon Foundation – PSF continues to serve the volunteer community with their CSP grants with today (Oct 15) being the closing date for this round. They continue to look for partnerships to add additional funds to this process. There has been a fair amount of growth within the PSF staff and mandate. I think it is time for SEHAB to get an update on the full scope of PSF’s new mandates and see how we can assist in direction.
2.    Stewardship Centre for BC - Has formed a society. We were able to web cast the Valuing Nature conference plenary sessions and are looking to keep them on the web. Governance structure is in place for most activities and our AGM will be in Dec when we will switch from an interim board to our board who will take the new society forward.
3.    Marine Conservation Caucus – letters to Minister on EPMP and committee works as to herring fishery since last SEHAB meeting.
4.    Valuing Nature Conference – July, Corner Brook Newfoundland. Thank you SEHAB, DFO and PSF fro this opportunity. The conference is of organizations in the business of stewardship. There are many groups across Canada involved in a large variety of stewardship initiatives, I was proud to speak of BC’s programs and support network. We are well organized and have years of history in the protection and preservation of our streams and a long standing record of working with department. BC had a small contingency of people but were vocal at each session I attended and on the speakers list and posters displays.

Highlights since May are:
1.    Ugly Bug Ball 11 - 120 community members came out to learn from on another and to spend some fun time together. PSkF, Bev Bowler, Joanne Day and DFO CA’s worked together to put on a fun day of appreciation. Greg Savard and Jeff Jung were among the DFO personnel onsite along with Tracy Cone and Don McKinley who came out as resource people. Education coordinators meeting Enderby. More governance structure and a great outing where we were able to take part in a variety o learning experiences that are being taught across BC. Fun and informative.
2.    Miscellaneous
a.    Opportunity to meet with a variety of Streamkeepers on Vancouver Island, Lower Mainland, Prince George (x’s 2).
b.    Prince George Rivers Day event music festival had over 3000 participants. A circle of stewardship ringed the stage with fun facts about salmon and talks between each band. Busy day of sharing with community, I heard many comments that they didn’t expect to learn so much. Community events continue to be well attended with an informed public asking tough questions.
c.    Am wiring from Ottawa where I just took part in an EPMP national consultation process with ENGO’s. I will post report on SEHAB page once it is written. There is still much to work on within strengthening DFO policy. It is vital that the Fisheries Act not be opened if the process doesn’t make it stronger.

Stewardship Centre for BC:

Rejoined as a director to the program. This position will consist of one meeting a year where the directors will overview the past year and upcoming workplan to ensure that the SCBC stays true to their mandate. Minutes and agenda for all meetings will be forwarded and reviewed.

StewardshipWorks! Our committee was able to send out an expression of interest paper and we had a very high level of interest. We developed a criteria list and used this to assist in determining which of the organizations that we would be able to fund this round.The first evaluations are taking place now, we look forward to building capacity that will allow us to grant core funding dollars to additional groups as we know the need is great. These are not high amounts, grants are $2,500.00 or 5,000.00 for the year.

 

Pacific Salmon Foundation:

Community Salmon Program. On review and selection committee. Staff continues to build partnerships, including dollars and capacity. This has increased the number of grants being awarded.

Fraser Salmon and Watersheds Program (Chair) This has been an intense time of finetuning our process, reviewing funding for projects that fulfill or work towards one (or more) of the stratgeys within the Fraser Basin Living Rivers business plan.

Stratigic Salmon Recover Program (Chair) Review of SSRP process and those projects that come from a community process hat have been accepted to be funded.

PSF board review committee (Chair) – we have put forward the programs that have gone through their selection process, this includes, all the business line strategic initiatives from FSWP area, PSF strategic initiatives and enablers as well as SSRP and CSP. All the reccomendations for acceptance were put to the executive and the full board of PSF for final approval.

Georgia Basin Living Rivers

On the board of directors. We reviewed and approved this years workplan for Georgia Basin, Vancouver Island. Our board members and staff toured the Capilano watershed to see the works being done on outmigrating juvenile coho. Marked recapture accessment as well as transporting the smolts safely over the dam. Adult steelhead and coho are trucked above the dam to spawn naturally above the Metro Vancouver drinking water resivour. We were also able to tour with Island Timberlands and TimberWest staff and consultatants their private timberlands, techniques and process. They showed us where they had exceeded the requirements of the private lands logging regulations on the properties where we toured.

 

 

Marine Consultation Caucus:

Fisheries Act: Update. It appears the Act will be tabled in July. After it is tabled is when we can anticipate a very large consultation process. Keep your ears open!

 

Streamkeepers trainers: We trained two new instructors for in the East Kootenays region and two new instructors for the West Kootenays.

Wild Salmon Policy attended day two of the recent process. Day one was when there was explanations of habitat indicators, update etc. Will review outcomes as they become available at (URL HERE)

 

Workshop 2009. Planning committee has been formed and committees are beginning to take shape. The workshop will be held on the May long weekend in 2009 at Thomas Haney High School in Maple Ridge. Similar accommodations as in Williams Lake at Thompson University. Having session rooms, display area, nearby stream and large eating area all onsite allows for more time of sharing and learning with less commute time. The theme is “Sustaining the Spirit” Session topic and speaker ideas are welcome at this time. We will begin to hone the number of sessions to capture a wide range of topics that are related to our activities working with salmon and salmon habitat.

 

Ugly Bug Ball: The PSkF and CA’s from the Lower Fraser come together to plan this volunteer recognition extravaganza on the non workshop year. June 28th ~ 100 people that work with DFO salmon enhancement and streamkeeper projects will come together to celebrate. Our them is “How we use the Arts to get our message out” groups and individuals will be bring examples to share with others, ie: paintings, brochures, videos, poetry, quilting, horticulture, wooden fish, jewellery. Salmon and streams will come alive at the A Rocha environment centre in Surrey.

SEHAB Communications Report
EPMP communications went well, many SEHAB members used their group email contact lists to get the word out.
- for those who have yet to complete their area group email listings, please do so ASAP as this will ensure that SEHAB is able to get the word out about any future meetings or consultation opportunities
- Jack and ZoAnn (as part of the organizing team) assisted greatly in communication during the full planning timeline
- Consultant has also complied a large email distribution list which he has forwarded to DFO as part of his contract
We held a communications conference call and emailed as to gifts to be purchased for speakers / panel members etc for our Friday Night Forums as well as for during our SEHAB meetings, We determined to purchase 1 Gig memory sticks with SEHAB logo and URL .  We also purchased supplies for meetings, and had the SEHAB members name tags made up, please remember these for each meeting and for Friday Night Forums.
Website
We upgraded the site to a new server, Canadian-based, reliable and offered larger capacity for less money. Our www.sehab.org site was used to collect and house all the EPMP pre-registration and workshop materials as well as where we posted the final report.

Our committee has taken a hit with the loss of Gord, Doug and Brian as well as the secretariat position person being a part of the communications team.


Workshop 2007 Report
Williams Lake, BC
I enjoyed being a part of the workshop 2007 organizing committee, the teams dedication to task and especially their observation of items that would expand the footprint of the workshop was amazing. Many thanks to Bev Bowler for her contribution of time and talent in the design and layout of the registration forms, Joanne Day in getting the distribution of these done through StreamTalk and Pat Morten the PSkF webmaster for creation of a workshop 2007 website and for keeping it up to date throughout the workshop planning timeframe.
The Streamkeepers Board of Directors again came through to man the registration table throughout the weekend, assisted with set up / tear down and even got prizes for the bus ride home. SEHAB board members were a great help with drink ticket and CD sales.

There was a wide variety of topics for sessions. The top attendance was for Climate
Change and Salmon Distribution.
During each workshop additional knowledge is gained and recorded as to participant’s expectations / ideas for improvements / kudos (must do’s). There are Workshop binders that the organizing team receives to assist in the planning process. Workshop 2007 was the 9

SEP community workshop to be held and we were able to build on the past, each workshop is getting a little easier to plan and to be successful.
There is a small working group reviewing the Workshop TOR’s.

I truly missed being at the October SEHAB meeting and hearing news from across the Province from those who work with and within the SEP / Streamkeepers Community.
Update on boards that PSkF participates in:
Pacific Salmon Foundation:
PSF continue on the community salmon Programs review committee, PSF can plan ahead better now as there is additional stability to the funding through a change in the contribution agreement by DFO. The mount of funds produced by fishing license sales that make up a large portion of the CSP are now based on the previous year’s sales, this way we know from the beginning of the process what will be available to be distributed to community.
- Review of ____ # (30) of projects for October funding round with ____ $’s being granted to community. The spring funding round has just closed and I look forward to reviewing these to see the direction and interest of our active, vibrant stewardship community.
- Living Rivers a Gordon Campbell liberal initiative has provided new opportunity to work with PSF on policy / planning. I am a part of the Fraser Salmon and Watershed Program as a PSF board committee member, which is the final review before the full board approval for projects / program funding.
- At this time we need to do a more in-depth review of the projects then scheduled and this will continue until the full review process is confirmed and operating as laid out.
- Funds directed through CN to the Squamish River Watershed Recovery Plan. These go through a local review process then to our PSF board committee and then to the full PSF board.
- The PSF board of directors is accountable that funds going to community fulfill the mandate of PSF and funders.
Stewardship Centre for BC:
- Inaugural AGM for this new society took place October 16, 2007. The interim
board was able to form the necessary governance requirements and paperwork to transfer for a government base organization to a partnership of government, aquatic / terrestrial stewardship community and industry. The society registered in March 2006, our interim steering committee created the governing documents, mission, vision, objectives etc. While continuing to support the foundation tools such as the stewardship series and initiating new program ideas such as Healthy People Healthy ecosystems. The number of candidate names that were suggested as potential board members is from the vast diversity of environmentally aware British Columbians, shows how alive stewardship is through the province and throughout government, industry and community.
- These new director candidates have agreed to form the new board for SCBC with alternates responding to the call as well.

Marine Conservation Caucus
- Fisheries Act, while I’ve been unable to attend the two meetings I have had the
benefit of reviewing minutes and action items. This ties into CEN who is reviewing the Fisheries Act on a national level.
South Coast Steelhead C - February meeting provided a forum for MLA Ralph Sultan to speak to the group as to his role in the Steelhead caucus – minutes from this meeting can be found at -----
Salmon Enhancement and Habitat Advisory Board
SEHAB – chair of communications. - The upcoming EPMP workshop gave the board members a chance to again use their area group email listings to allow for the flow of information from the organizing team to community and back in a timely and efficient manner. Community was consulted as to how to prioritize the large number of issues on fisheries management that had been gathered, they brought forward top three issues to set the agenda for the EPMP workshop. (many of the other issues will fit under these and the others are recorded for future meetings)
- Prepared for Friday Night Forum, these have become a popular informative time with community.
- SEHAB website is where all the presentation on EPMP and resource materials has been put for community access
StreamTalk
- I have submitted several articles that will be in the upcoming February edition of
StreamTalk. Additional information will also be available on our www.pskf.ca website. StreamTalk is a wonderful communications tool for the aquatic stewardship community.
Wild winter Lots if new LWD added to our streams, we’ll have some difficulties determining bankful (BF) channel for the next while as streams went  beyond BF many times through the fall and early winter.
Those doing spawner surveys this fall found themselves unable to get in safely and may need to rely on fry trapping info to give us a better understanding of adult returns.  From conversations around the province, coho numbers were low this year PSkF will be continuing “involving” community in their desire to understand the capacity of the habitat within their streams and the numbers of fish who currently enjoy there surroundings

The past few months since our last meeting have been filled with a wide variety of activities.
Updates from associated boards that PSkF is a part of:
1. Pacific Salmon Foundation – PSF continues to serve the volunteer community with
their CSP grants with today (Oct 15) being the closing date for this round. They continue to look for partnerships to add additional funds to this process. There has been a fair amount of growth within the PSF staff and mandate. I think it is time for SEHAB to get an update on the full scope of PSF’s new mandates and see how we can assist in direction.
2. Stewardship Centre for BC - Has formed a society. We were able to web cast the Valuing Nature conference plenary sessions and are looking to keep them on the web. Governance structure is in place for most activities and our AGM will be in Dec when we will switch from an interim board to our board who will take the new society forward.
3. Marine Conservation Caucus – letters to Minister on EPMP and committee works as to herring fishery since last SEHAB meeting.
4. Valuing Nature Conference – July, Corner Brook Newfoundland. Thank you SEHAB, DFO and PSF fro this opportunity. The conference is of organizations in the business of stewardship. There are many groups across Canada involved in a large variety of stewardship initiatives, I was proud to speak of BC’s programs and support network. We are well organized and have years of history in the protection and preservation of our streams and a long standing record of working with department. BC had a small contingency of people but were vocal at each session I attended and on the speakers list and posters displays.
Highlights since May are: 1. Ugly Bug Ball 11 - 120 community members came out to learn from on another and to
spend some fun time together. PSkF, Bev Bowler, Joanne Day and DFO CA’s worked together to put on a fun day of appreciation. Greg Savard and Jeff Jung were among the DFO personnel onsite along with Tracy Cone and Don McKinley who came out as resource people. Education coordinators meeting Enderby. More governance structure and a great outing where we were able to take part in a variety o learning experiences that are being taught across BC. Fun and informative.
2. Miscellaneous
a. Opportunity to meet with a variety of Streamkeepers on Vancouver Island, Lower
Mainland, Prince George (x’s 2). b. Prince George Rivers Day event music festival had over 3000 participants. A circle
of stewardship ringed the stage with fun facts about salmon and talks between each

band. Busy day of sharing with community, I heard many comments that they didn’t expect to learn so much. Community events continue to be well attended with an informed public asking tough questions.
c. Am wiring from Ottawa where I just took part in an EPMP national consultation process with ENGO’s. I will post report on SEHAB page once it is written. There is still much to work on within strengthening DFO policy. It is vital that the Fisheries Act not be opened if the process doesn’t make it stronger.

Opportunities for review / consultations
PFRCC / WSP meeting – (Pacific Fisheries Resource Conservation Caucus and Wild
Salmon Policy) I was away on leave at the time of meeting, but reviewed and commented on the report prior to meeting and will be kept up to date as results move forward
- need to focus on the Streamkeepers handbook and Modules this is place where methods for monitoring are all under one roof. The modules used as a whole will take group from getting to know their streams to knowing how they function and who lives within them, water quality / quantity / change overtime. Many institutions are taking pieces of the handbook to augment their programs. While they are taking good information the program is fractured, use of full handbook / modules is intent of Streamkeepers.
PFRCC newest report – ( Pacific Fisheries Resource Conservation Caucus) Managing Pacific Salmon for ecosystem Values is now in print – PSkF reviewed and gave comment (but was already at the printers) so comments were used to formulate some of the questions at the forum
RAR – (Riparian Areas Regulation) Still opportunity to comment. Additional information as to Municipalities and whether they are looking to adopt the RAR or going the “met or beat routine” www.bcssp.ca
QEP (Qualified Environmental Professionals) reports are being monitored for quality both of the regulation / method and QEP’s (QEP’s do not need to go through the training to become qualified)

Steelhead – Kudos to those who wrote and set up hatchery debate meeting for steelhead enhancement on the Cheakamus. This was good opportunity to discuss the merits and challenges of enhancement, highlighted the need for BMP’s for hatchery management. Opportunity to ask questions as a whole body and all hear the same answers.

Meetings: Met with BC’s NGO’s on water policy – many changes happening across be. Items
like the reduction in monitoring were brought up here. Greta group, but unfortunately was done as a parting meeting for the planners. Need to get people to plan these events on their first day rather then on their last one.
Citizen Science Network
National organization. PSkF will be speaking at the upcoming Valuing Nature
Conference in Cornerbrook Newfoundland – (many thanks to PSF and DFO (Pacific Salmon Foundation and Department of Fisheries and Oceans) for their contributions towards conference fees, flights ….

Key Issues:

What top three points can you distill from community input to take to DFO RHQ?

1      Groups having problems with protection of streams – 2 examples just from this morning’s emails

  • Municipality believes they have strong bylaws and that they meet the RAR, but the latest review of the RAR by the Ombudspersons office, says the bylaws don’t meet the RAR requirements
  • DFO not being involved in authorization of impacts without them being notified of activities it makes it difficult for monitoring of the works and of whether mitigation / compensation works indeed achieved the promised outcomes

2. Succession planning – in all levels of government many are retiring or being transferred. Community has spent a lot of energy / time helping to pass along community knowledge and not seeing this knowledge being transferred to the new person or the position is not being filled

3.Groups wondering how fisheries decisions are being made ie: number of / species fish in the ocean. Many have watershed monitoring information that can be used for watershed planning and enhancement opportunities – want stronger link between monitoring efforts and planning

 

Added note: Many groups are working on Assisting DFO in their mandate with chances to the Fisheries Act, the Canadian Environmental Assessment and with the Provincial government with the new Water Modernization Act. Most of the meetings are held as conference calls which allows for more participation as well as being able to be as involved as you wish. Some are quiet on line and listen to keep abreast, some are vocal during the call and during the review of papers portion of the work. This process needs a strong leadership in order to get consensus and a document that can move forward. May thanks to groups like West Coast Environmental Law that are spearheading the ENGO works on Fisheries Act
